Sanctuary is large settlement, but game should load resources correctly with UFO4P. That helps with a bunch of vanilla issues with settlements. With UFO4P, game now loads more cells, before making resource calculations for settlement.

I first thought that it was resource calculation problem, causing a crash from failed calculation, but Unofficial Fallout 4 Patch sorted that possibility out. Sanctuary is super weird, because crashes seem to be related to bridge area, but nothing there is touching the bridge itself. Issues are now with settlement plans, or how much game and system can handle. Code has been rewritten several times to prevent that, with XBOX One players in mind. Nothing in SS itself should cause script related crash. However, if something gets stuck, or causes too much stress, then multithreading can contribute to crashes. Kinggath added the option, which has notably increased general stability of the whole settlement building feature. Oddly enough, I'm not having any issues for The Castle, though this could just be because it's level 0, where as Sancturary is Level 1 and I CTD whenever getting near it. According to the wiki page only the airport and some other random settlement I've never heard of don't have plans.but not having plans is different from issues in general. Those areas are hard for RotC, because there is too much going on under the hood. Sanctuary works well for most players, but Castle plan is currently something to avoid. Sanctuary and Castle are the two spots for trouble. That area is troublesome in vanilla game and bridge area may crash with SS RotC plan. If you'd rather play the actual game but still wish your settlements looked decent and had plenty of stores to use, this is the way to go. Techincally this offers the least amount of individual control of what your settlements will look like but will more than likely provide the best looking settlements you have ever seen and you will have decent looking settlements quickly, and it doesn't prevent you from building manually on top of it. (Settlers build based on the city plan that you choose, hence the city plan mods you see.) This is generally to release you from spending hours and hours building the settlements yourself, (Vanilla) and or if you still find using plots (basic SS) too time-consuming and would rather play the actual game. SS - Rise of the Commonwealth - Even more automatic building than normal SS (you don't even place plots anymore, settlers build everything themselves based on decisions you make) and allows for mayor-like management. You could also use cheat terminal to spawn settlers right from it's holotape. I guess they deleted the old one because they think everyone is using SimSettlements 2. They have a beta test for a similar mod for SimSettlements 2. Yeah I was looking for it too and it seems the wim95 removed all of their mods out of nowhere earlier this year.
